Hi. It may be a stupid question. Can someone use any themeforest html template (after buy) to create wordpress theme to sell on themeforest ?

If you buy Extended license then you can, If author allows you then you can you can talk to authors of html template’s and make a partnership. Envato can be third party in your partnership you can create a ticket on envato which involves your partner as well.
