According to Envato Docs, yes!

I don’t work with Muse but I’d add the fact that any template/theme from ThemeForest needs to have a high level of:

  • Design Quality;
  • Typography/Hierarchy of elements;
  • A good spacing between elements;
  • Color combination;
  • Well chosen graphics (images/icons etc);

Basically any other rules for making a template; My advices is to check some approved Muse templates and see the level of quality from there.
