I think you need to hire someone to help with this project. Someone to make this theme on joomla or WordPress.

I don’t think you will find something as you want to be.

What you want special on this theme?

My client has only busses like 40+ to be specific. The company transports trough cities in the Dominican republic

Great, but you can make it with any theme or you can hire to make as you want.

You will not find out of box template. You will need and some custom code.
