If it’s the first, then no you cannot base your item on someone else’s work irrelevant of if it is a free file.
If it something you want to actually create and use the. I would suggest starting by asking whoever is going to have to print/make the cards what setting they need.
Google has generic guidelines for this but different printers will have different requirements that would need checking
