How many license should I buy, for three wwebistes of the same owner

Hello!
I need to create three websites, to the same customer.
All websites will be hosted on the same hosting plan/server.
Should I buy one licence for every single website? Or can I use the same licence, for all three websites.
As I say, the owner is the same, and the websites are not for sales.
