Hi, no one gave a reply… there are a lot of templates (for joomla) based on either Gantry or Warp… some with T3… I havent researched Wordpress themes here to see if they use the frameworks as there are so many…
For Warp, the site says "The Master theme is GPL licensed like other popular open source software such as Joomla and WordPress. It means you are free to modify and redistribute your own custom theme with the same license. What are you waiting for, just head over to our downloads and enjoy working with our Warp Master theme!"

Hello, I’d like some input (more from Joomla devs, but also from Wordpress devs) about using these frameworks to build their themes/templates…
Regarding WordPress, I’d say “yuck” to both frameworks for many reasons. So, I’ll just throw out this one: lack of mobile support / responsiveness. No, just because a user can browse your site and pinch / zoom it doesn’t suddenly make it (more) mobile friendly. In their day, these frameworks had were more relevant / useful but today they just seem to so irresponsible to use right now for a new project IMO.
Gantry updated their software and it is now working with a modified Bootstrap framework for responsiveness. Downloaded it today and am going to give it a shot.
