I asked the flaticon support and they said that you cannot use the icon without Merchandising license.
What I noticed is that there are 2 icon models:
Free icons like the link below:
Home - Free web icons
Non-free icons like the link below for which you have to buy Merchandising license:
Home - Free interface icons
Is it correct?
If that’s what official support have told you then you have to assume that is the case.
No one in these forums is going to be able to confirm otherwise and the licensing page is quite clear that for web templates etc.requires the new merchandising option.
You could save a lot of grief and confusion and just design your own set like many other authors.
