Yes you can download unlimited there is no issue but remember you are able to download everything that are exist on Envato Elements And you are not able to download anything from Envato Market area like Themeforest, Codecanyon Audiojungle etc.

Envato Market have no unlimited download package here you have to purchase every item/single or separately.

Does the downloaded theme gets deactivated if the subscription expires??

No! the license continues for the life of the End Products.

You have to be actively Subscribed to the platform(elements) when the project is going on and completed I.e you cannot stockpile items for future use and cancel the subscription. The licenses you get for items you download and register from Envato Elements are only valid if you complete your End Products while your subscription is active. Then the license continues for the life of the End Products (even if your subscription ends).
