Banner on top of webpage site wide

Hi,

I am using Legenda v 3.0.3; I am wondering if there is an option with this theme to have a banner across the top of the webpage (site wide) similar to the one in the attached image (Trending now)

. The banner doesn’t have to be revolving, as long as I can let customers know when our shipping will be on hold for stocktake.
