Assistance with website issue

Hi I am using the Betheme IT Service pre-built website.
There is a menu bar at the top with links, and when each link is clicked the browser scrolls to that section of the page.
There is an issue that it scrolls down 1 line too far, so the top line is not showing how we want it to.

I had a freelancer look at the website and he said this was a limitation of the theme (something to do with parallax which I haven’t heard of before).
Does anyone have any recommendations which area we need to edit to resolve this?
