WordPress Theme Submission Requirements?

Hi!

Is this still valid: https://help.market.envato.com/hc/en-us/articles/202822450-WordPress-Theme-Submission-Requirements?

We got this comment from reviewer after theme update was approved:

For next release:

  1. Found base64_decode in the file functions.php. base64_decode() should be removed.
    Why? According to Requirements it is an allowed exception.
  2. Theme is using add_submenu_page for adding admin menus, switch to add_theme_page().
    This is part of TGM Plugin Activation class recommended by Requirements…
