I gave the source code of the program to a freelancer, they asked for a license code too, I sent it, what will happen now?

First, need to know what they asked for the license. If they asked the license code to integrate it into your end product (website) then it’s fine. Because the item (your purchased product) can ask license code to use the item’s features.

it was a mobile app and then they refused working

maybe the freelancer will not misuse your license. But for any help you will need to contact the author of your purchased app.
