I imagine he could do the job but you are going to be talking tens of thousands of $ if not more (some of the examples you gave above are likely into 6 figures).

As @charlie4282 stated, this would require some serious time to manage the design/coding, features and the testing. It should take around at least a month or two, you’d need a good budget.
