Open Blocks Plugin missing

Hi there, I have bought and installed the theme OPENLANE. Its mentioned to install the plugin OPEN BLOCKS. Unfortunately there is no plugin available. I also cant find it in the downloaded folder nor somewhere else. Can anybody help me?
