He must have skills.

  1. PSD/XD/AI/Sketch to HTML using Bootstrap 4.
  2. Bootstrap 4
  3. JS Expertise
  4. SCSS using Gulp.js Compiler
  5. PHP Skills to make forms workable in HTML.
  6. Know about WordPress too how to use things in WP.

He can also provide Fix using Inspect Element fast. Like CSS and JS Fixes.
