I use bootstrap and some plugins in my template. I think it is make no sense to fully describe structure of each plugin and bootstrap. So can I put a link to official documentation from my help page?

Hi

yes you can. But in your documentation you have to mention your used features and how customer can use those and can customize. Without any documentation for customer just use the external link will not be good practice.
