Can I use videos on my subscription in courses I am selling to customers. meaning I am using a video from envato elements on CPR and I include it in a course on CPR. Am I allowed to sell such a course?

No, you can not use it. You’re not allowed to sell the videos ( or any items ) under the Element subscription but you’re OK to use it for other purposes.
What you can do, if the item is available on the marketplace ( VideoHive, for example ) you can purchase the item with the correct license ( extended ) than you may sell the courses.

You can use it on any personal project as long as the end-product is not sold. - if you use it for free projects.
