I think that depends on your definition of “fully” customizable. On their sales page they mention built-in options for 33 page modules, styling (colors/fonts), layout builder (custom widths/columns/rows), etc. In general, it looks like the theme makes it easy to customize your Opencart site. But if there is a specific feature you’re looking for I would suggest leaving a comment on the item page as a pre-purchase question - I’m sure the developer can provide an answer:
