Yes of course it is allowed!
Yes as @FWDesign has said you can do this, BUT bear in mind, that if you then sell 14 or whatever number of plugins as a bundle, then as an author you are then saying look I will support all 14 of these plugins for 6 months 
With the way Wordpress constantly updates its core, or how PHP versions change, then you might be biting off more than you can chew
