incorrect category or incorrect URL cause Hard Reject ?

Hello ,

I uploaded a WordPress Theme and I received a Hard Reject without a reason, my Theme is SEO type but it can also be intended for the technology category, and finally I chose the Category Technology instead of Marketing, is that why it was taken as refusal
