WP Themes item in reviewing for 21 days. Is it normally?

Hi,
we’ve submitted new WordPress theme 21 day ago.
At day 8, my account was lockout / unlock. Then review time was reset to 0 day review. And now it show 13 days counting. So we have to wait 21 days, and counting… is it normally?

Please advice / explain / solve this
