I am surprised that I can’t find a tobacco related theme for any eCommerce platform.
Is that something that Envato discourages or no one ever made one?

What are you talking about? You have tons of templates for any platform from Joomla to Magento.
Tobacco related themes? I haven’t found any. Can you link me one?

What exactly do you mean by “tobacco” related themes? I mean, you can basically change any theme and add products any way you want.
Here’s two examples I found when I did a search for tobacco/cigarette. Example with tobacco theme first. Then link to item.

True, but its different when something is created dedicatedly for a purpose. Like if you search “Beauty Salon” or “Vegetable Shop” you see many themes developed for it.
Tobacco kills! Our theme developers and Envato policies do not promote these things!

I do get what you mean. But did you follow the links? They are tobacco templates. One artisan pipe kind of websites, the other for e-cigarettes.
You forgot to mention the source it appears they have strict copyright policy. I see that you have the “Copyright Ninja” badge.
You know its not about what’s being promoted here at Envato. I believe this should be treated equally. Otherwise it make you look like a hypocrite.

I don’t think we specifically discourage tobacco-related content on ThemeForest (or any of our other marketplaces) - I suspect that it’s just a relatively unpopular niche, and tends to be served by existing item types like multipurpose themes.
This is the closest part I could find in our Author Terms, which doesn’t make any specific mention of tobacco products:
26. g) The item and its description do not violate any applicable law or regulation (including those governing export control, consumer protection, unfair competition, criminal law, pornography, anti-discrimination, trade practices or fair trading);
