Why theme is hard rejected, is it design issue?

I have submitted a new theme in themeforest, after labour of three weeks, it’s got hard rejected. Demo URL: https://dipto.nayeemriddhi.info/dipto-demo/index.html. is it design issue or code. The mail has come that, “Thank you for your submission. We have completed our review of “Dipto - One Page Digital Agency Wordpress Theme” and unfortunately we found it isn’t at the quality standard required to move forward.” The html template has been approved previously in themeforest.

Design issue 90%. Really too small and too generic template is also a problem.

I think design is good but if ONEPAGE design you need more effective features.
