we produced a theme in accordance with the boostrap 5x version of the license and documentation files are also available, but we received an e-mail that it was rejected because it did not meet the quality standards, where could the problem be?

Design quality is not good enough to get the approval. In addition, this idea has been executed lots of time ( better way ) since 2016/2017, it’s not a popular/unique design approach nowadays.
You need better design. ( lots of design issues with the item )

No shop functionality but navigation for that
this is a template not a theme
can’t use copyrighted logos
No light box function on portfolio items
Portfolio layout broken on mobile
Generally looks like off the shelf elements and design
