why envato charging 1 euro unsuccesful payment attemp?

i am trying to subscribe envato elements for monthly 34 euro. (i have 60 euro limit for internet paying) . But envato saying unsuccessful attempt and charging me 1 euro . i try 3 times it cost 3 euro for noting why? and why i cant be subscribe for 1 month?
