I purchased the bridge theme and i cant use it because i have to purchase additional licenses. Is this normal?
You don’t - the theme will work fine without you buying that.
Bundled version plugins etc all work, you just do not get separate license for the plugins so you cannot “activate” them or get support for the plugins.

Your best option is to ask the author but aside from not being able to be activated they should operate fine
Theme Bundled plugins do not have their own licenses (purchase code). This means they cannot be activated mean registered for updates. So you can safely ignore any plugin activation/registration messages and Theme Bundled plugin will work fine for you.
