Hi, I am going to make WordPress pricing table plugin, or I want to create header builder WP plugin. If I use the all pricing and header elements of this theme: https://themeforest.net/item/porto-responsive-html5-template/4106987

Which license I have to purchase if want to sell the plugin.

You’d need an extended license, permission from the author, and they’d probably want some kind of fee or cut of the earnings. There are no standard licensing options which include the ability to use any marketplace items in your own items… without the permission of the author in question.
