I am dying to make one of these for my website launch and I have no idea how to find one of these or what they are even called I have tried so many search terms! can someone help!

You will not find such static mockup on Videohive. It’s Graphicriver thing, look here.
- Screencast your website.
- Import mockup from graphicriver to AE (or Premiere).
- Put there your screencast.
As you can see here, all Videohive mockups have camera animation as minimum. But it’s not what you are looking for, I guess.
