As far as I know, there was no 5 track limit back then. Now with such queue I can upload less than 10 tracks/month

No 5 tracks limit, back then; exact.
Another stat worth considering about the actual review time, though: there was 12 000 authors in 2016, but almost 18 000 now. Probably one of the reason why the review time is on the rise again, despite tracks limit.
Ps: I find the 5 tracks/20 sound effects limit a bit annoying too, but imagine the review time if those 6000 new authors were all submitting freely…
