Licensing completely under the GPL (or otherwise) is an agreement between the author and the buyer saying what rights the buyer will be getting. In the case of the 100% GPL that includes many rights, such as the right to redistribute or resell.

Open source software that is licensed under the GPLv3 can be used and resold freely under certain circumstances. The most important one is that the GPL license is sticky. This means that anything you produce based or using GPL licensed software has to be licensed under GPL as well.

In short. Releasing a project that uses open source software licensed under the GPL, requires your project to be open sourced and licensed under the GPL.
