No, I’ve know there is automatic updates but never heard of automatic uploads. I would be very surprised if that’s a thing.
99% sure the closest thing to this is:

express reviews which are reserved for Power Elite authors only (the example above is way off that standard), OR
-
there was automatic approval of item updates which was automatically assigned (or revoked) based on quality-related criteria
I’ve never heard of automatic upload of new items and find it incredibly unlikely to true esp. again using the example profile lined above who are not even an Elite author yet.
