I hardly have 5-6 shortcodes and that occupy less than 600 lines of codes. But the theme-check plugin is throwing the above error. So just for few lines of code I build a plugin for shortcodes?
Even if it’s one single shortcode, you should still go with a plugin. While doesn’t make much sense, still if it doesn’t pass the theme check it won’t be approved for sale in Themeforest.

Thanks, sir, but for the new author I have heard that they suspect if there is a plugin build by new authors. Is it so?
Haven’t heard of any such thing honestly. Being novice in marketplace is not an indicator of one’s skills so I’m pretty sure there’s no such issue with reviews.

You need to create a simple plugin for shortcodes and install it by TGM-Plugin-Activation.
