I need to create a Virtual Cue Maker similar to this one:

It needs to have all the same features as the cue maker you see above PLUS:
- create high res snapshots of the finished selection
- view previously created snapshots by other users
- store the cue details in a database (see below)
- integrate with a website I am building in Wordpress which will have a membership function and will be able to hold these designs in a wishlist
- show the cue in 2d
This site should be programmed in HTML/Jquery and be able to function on mobile. I don’t want to use Java or Flash.
Can anyone recommend what framework or software I should use to create this functionality? Are there any plugins that can do this?
