Upload limit for new item and soft reject

Hi everyone, so I did some research on the forum about this topic but I couldn’t find a clear answer.
Right now, the upload limit for standard authors is 1 item at a time.
Let’s say I get a soft reject on my item and then re-submit it. Will I be able to submit a new item in the same time, so I would have 1 new item and 1 soft-rejected item in my queue?

Only one at a time (even new or a resubmission).
