Updating header image without review

Hello everyone.
I wanted to update the header image and found that I couldn’t do it without a review. I was surprised, because before this could be done in a couple of seconds.

Is this some kind of mistake or can the image in the header now be changed only through a review?

Any change in files (thumbnails, preview, main files, release forms) or tags, require review. Only description, price, and discounts don’t require review.
