Understanding Discrepancy in Royalty WHT Rate for Tunisia (15% vs. 30%)

Hi. In the Royalty WHT Rate table, it states that the withholding tax rate for Tunisia is 15%. However, I have consistently been charged a 30% tax rate, even after submitting my W-8 form and providing a tax identification number. Could someone please explain this discrepancy and provide further clarification? Thank you

I think you misunderstood the difference between the Envato market and Envato Elements.
15% tax for Tunisia is to USA which is Envato Market.
30% tax for Tunisia is to Australia which is Envato elements because Tunisia and Australia doesnt have an agreement.
