Hi, I have some ideas but what are the reasons a token for a theme would have to be activated again when being used on only one domain? Is it for authors who are testing for your support ticket requests?

Are you by chance referring to purchase codes? Envato does create purchase codes for each license you buy on the market, and provides authors with a system to check those codes for validity. However, that’s as far as Envato goes.
If a theme has a registration or license activation system, that system was built by the author. It would be best to contact them if you’re having trouble so they can investigate.
