Given it’s very recent I’d suggest first contacting the author to see if it’s just temporarily disabled and if that does not work then you can contact envato and should be able to refund it Envato Market Help and Support

Is it from Elements or Marketplace?
If it’s from Marketplace, you can follow @charlie4282 's suggestion.

If it’s from Elements, there’s nothing to refund as it’s a subscription and probably the item is removed by the author. If you need the item, you can check ThemeForest if it’s available for purchase, you can buy it.
