yes, it is valid for all themes and plugins in this marketplace. According to envato market license terms all Items are valid for a single end product (domain/website). So, a single license you can use for development website then have to unregister the license from development website and use it in production (live) website.

I purchased a woodmart theme a few days ago. the theme is triggering an error when I click on the update button, and I’m using this theme on only one domain.
