Hello ThemeForest

Someone stolen my template and used for his website, he could not buy my template. what can I do, can I do any copyright complain or ThemeForest can help anything?

Unfortunately this is something that you would need to handle - Envato can’t help on matters outside their network and the copyright on the item is yours not theirs.

I’m sure you have your reasons, but just out of genuine curiosity… what makes you think he’s using your template without paying for it? Is there some way to track that, or have you spoken to him etc?
