I got scammed by an author with a non-installable item, I don’t know what to do, refund still declined.

You can also report the item broken/non-functioning to Envato and you could request a second review for the item.
@ixemoanis I noticed your review on their item page and saw that the author responded, stating they had installed the product on your hosting provider and acknowledged an issue with their installer function. Have you checked to see if it is installed and functioning properly?
