I wast create a Flutter application. At first after review I was got soft rejection with Flutter version issue . After solving version issue then I was resubmit code . But again get problem on Flutter version . And at that time item make hard reject. What I can do on that item . Any way to reappear on that . Or resubmit way on that item ?
You shouldn’t be re-submitting the hard-rejected item. You may contact Envato support to request a second opinion, they may allow you and give a second chance ( with no guarantee )

Basically what they are saying that you were using outdated version of the code which would be a problem for anyone in a short period of time therefor they decided to reject the item.

yes at first time they was also said same issue i got soft rejection, then i solve all issue and updated flutter version, but then again then give us same issue and hard reject my item, any possibility get back my item or get chance to reupload that item again

Contact support. They do change their mind sometime due to reviewers communication issue. The first one lists the details to check/change it, second one doesn’t like the item and he rejects it.
