I am sorry you had this reject, to get a theme approved now on themeforest requires a premium design and unique concept and clean code.
The reviewer explained the general cause of the reject which is design, I think you need a designer that understands what is required for themeforest, once you pass the design and concept phase then there will be other things to fix, I wonder if there are authors who get the theme approved from the first submision probably those with experience but the first theme is hard to get it approved that’s for sure 
.
I am going trough and review process now https://themes.webdesign-flash.ro/pionier/ and I had so far three soft rejects, I am fixing things that the reviewer pointed out, is a very though proces but themeforest is the best so they requred the same from us.

Don’t worry. You just need to tweak your project. I looked through all of your pictures that the reviewer sent you, and your main mistake is spaces. Here is a little help from me:

Unfortunately, the changes are not enough and the previous review still stands. Seems like were only going around in circles here. We may need to Hard Reject this item if no significant improvements are made in your next resubmission. We simply cannot continue on an infinite loop of soft rejections if no significant improvements are made on your part. Please check your item carefully to make sure all reported issues were adequately addressed before resubmitting to avoid further delays in the review process.

As I see it, you have not fixed the problems I showed you. Do not hurry to send a response to the reviewer. Read the articles that were sent to you and check your theme again. You must understand for yourself what you are doing wrong. The reviewer shows only a couple of examples with incorrect design, this does not mean that there are no more problems. Relax for a day or two and look at your project with a clear head. This is my advice to you.
You have different indents everywhere, try to make the padding the same both above and below
I understand that there is a circle, but it is actually invisible and in general because of this it seems that there is simply a huge indent from the icon. Either make the circle more pronounced or change the section design to a simpler one.
In conclusion, I can say that you should go through your design again and check all the elements. If you hurry up again, you will get a hard rejection from the reviewer. Be careful.

Firstly fix these issues.

Take your time, fix and improve. Take at least 2 weeks or a month before a resubmission. Otherwise the reviewer might think you didn’t take this seriously. Seek and destroy all bugs highlighted by community members (thanks to them). I like your product, don’t waste it. Best!
