I was wondering if there is a windows app that is similar to this one

It is used to send SMS in bulk to customers. The most important feature for me is the ability to connect to android smartphone and use it as the gateway/modem to send the messages. it connects remotely and every message send does not generate a charge as it is using the mobile phones data and messages.

I found these 3 apps on envato but its not clear if youre able to use android mobile lines to send sms. I also see that some of these can be white label to sell the ability to send sms which may make it hard to use. Any help will be very appreciated!
