Sorry if this is an obvious question, but I just want a definite answer.
If I purchase a theme for my website under a “Regular License” and someone has offered to buy the website from me (not the theme, the actual website and everything that comes with it) - would the Regular License be fine, or would I need the Extended License? Thank you.

It is best to tell your client to purchase a new license and set it for the website. Otherwise your client will not receive updated version of the theme and will not get support from the theme author for any technical query.
Now if the website require money to get access any part of the website (like subscription/membership … etc) then definitely will need to purchase an Extended License.
