I am building a website for a customer. If I buy an opencart theme to use it in a website with regular licence, Can I sell the website to the customer.
As long as you edit it sufficiently and only sell it to one customer one time then yes.
Although it’s more responsible to have clients but their own licenses otherwise you are preventing them having access to the support and update which they would otherwise have.

yes you can do it.
Even with the regular license you can sell it up to the customer but make sure you have done the edits and have updated them correctly. Leaving someone’s else code and branding onto your client’s site will not be good thing.
