Site templates avarage review time is 9 days now. My item not reviewing since 15 days. Are they on vacation now? And when they will back to work?
That’s a historical number. I would say the real average is at least 15 days now. 
I doubt anyone from staff would disclose specifics here but things will undoubtedly be backed up after the holidays.

What do you think after vacation review time will remain as usual 3-4 days?

I would expect the average to shorten after some time as the reviewers begin to catch up with submissions.
The problem with the Review Times website is that it’s based only on already-actioned submissions. Therefore, it only tells you how long recent approvals were waiting in the queue. It doesn’t estimate how long new submissions will take, which is how many people attempt to use it.
For example, imagine the average review time was reported as “1 day” and then suddenly the reviewer took a vacation with no further activity for the next week or so.
Throughout that entire week, the average review time would still say “1 day”, despite there being no new activity. This is why those numbers cannot be trusted, especially around holidays and weekends.
