Resharp the lines in PSD for a scanned file

Hello,

I am looking for someone who can help me with editing a scanned file.
Have a PDF image where the lines are not sharp and clear.

Looking for someone who can recreate the images as PSD file with a transparant background and white that is based on a layer.

The lines should be sharp as possible on a A4 letter (EUROPE) size with 300 DPI.

Can someone create this for me? I deliver you the PDF file for sample.
And please let me know what you need from me to get this and the duration that you need.
