I bought a UI design.
I coded it with HTML and CSS. Then I did Wordpress integration.
I want to sell this Wordpress theme on my site.
Every time I make a sale, I will buy one more regular licensed design from the owner of the UI.
Is this legal?
Do I need an extended license to do this?
No, it is not legal and a copyright violation issue. You must have to take permission (in proper way) from the Designer then you can sell the theme in your site and/or envato market.

License FAQ: “If you’re a freelancer, you are allowed to create an end product for a client using the Regular License and charge them for your services.”
The above statement makes me think it’s legit.
I will propose the UI design to the user on my site and after purchasing he will return to me and ask me to code.
And I’ll hand over the work I coded before to him.
What is wrong here?
The difference is here you are not selling a service like create a website for your client using any envato template/theme. You are creating an end product (wp theme) and want to sell that theme from your own website. you want to create a family product (PSD UI design to wp theme) and it is not a service.
If you sell a service like you will create website for your customer according their demand using your purchased UI design then regular license will be fine and just for each service sell you will need to purchase a new license.

Simplest way to think about it.
1 License = 1 End Product. You need a new license for each End Product you create with an Item from Envato! Cheers!

But what words should I use when selling the final product on my site?
A- Direct user to buy UI. > Get back to me after purchase. > Ask me to code.
B- Sell the end product > I buy the UI again > I deliver the end product to the user.
