I want to create Wordpress template from PSD I’ve downloaded from other websites with Creative common license?
Is this allowed in Themeforest and be approved without hassle?

No this is not allowed. You must have the authors written approval to be able to sell it.
The license of the PSD is creativecommon which is mention http://creativecommons.org/licenses/by/4.0/
Adapt — remix, transform, and build upon the material
for any purpose, even commercially.
The licensor cannot revoke these freedoms as long as you follow the license terms.
You can try to create this, but I’m telling you that without the written approval it will not be accepted here. Do as you please.
The items you upload for sale must be your own creation. Do not submit works based on tutorials or other people’s designs.

If you are not a designer and you don’t want to become one, contact an author with already approved PSD here if he wouldn’t mind to do a partnership with you.
